PROBLEM TO BE SOLVED: To provide a structure that can be used in an apparatus having many mushroom structures and has a wide range of a reflection phase relative to a prescribed range of patch size. SOLUTION: An apparatus having a plurality of mushroom structures is used. Each of the plurality of mushroom structures comprises: a ground plate; a first patch arranged at an interval of distance parallel with the ground plate; and a second patch arranged at an interval of distance, which is different from the distance to the first patch, parallel with the ground plate.
