<p><P>PROBLEM TO BE SOLVED: To provide a radio base station and a communication method for the radio base station, in which a radio terminal is prevented as much as possible from going out of a service area, and the time until speech channel is established between radio terminals can be avoided from being prolonged. <P>SOLUTION: An other-station monitor unit 10 confirms whether the common control channel of other radio base station can be received or not.
