<p><P>PROBLEM TO BE SOLVED: To provide an expandable resin composition capable of giving a foam having a high closed-cell ratio and superior thermal insulation performance, and a resin foam having a high closed-cell ratio and excellent thermal insulation performance. <P>SOLUTION: The expandable resin composition is composed of a thermosetting resin (A), a curing agent (B), a foaming agent (C) and a silicone-based surfactant (D) containing a glycol compound.
