An electrolytic condenser and a method for manufacturing the same are provided to preventing separation of a safety valve due to pressure in manufacturing by sealing the condenser while a gas pressure inside the condenser is entirely excluded. An electrolytic condenser is sealed by putting an insulating plate(130) with a safety valve(140) on an upper part of an external case including an element(120) through curling processing. The insulating plate includes an exhaust hole for including the safety valve. The exhaust hole includes a ring-shaped projection, a lower expansion section, and an upper expansion section. The safety valve includes a cylindrical unit(141), an upper suspension unit, a coupling groove, and an expansion unit. The cylindrical unit has a narrower diameter than an inner diameter of the ring-shaped projection. The upper suspension unit is installed on a middle end of the cylindrical unit. The coupling groove is formed to close the ring-shaped projection by being installed on a lower end of the cylindrical unit. The expansion unit is formed to close the lower expansion section by being positioned below the coupling groove.
