SOLUTION: The portable terminal 101 determines its own reception quality to generate a mode request message indicating a transmission mode to be requested based on a signal received from the base station 131, and generates power control information requesting the adjustment of transmission power in the base station 131 based on the signal received from the base station 131. The mode request message and the power control information are transmitted to the base station 131 in frame units and slot units for composing a frame, respectively. Based on both the mode request message and the power control information, the base station 131 performs adaptive modulation encoding, which can be applied to cellular phones and base stations.
