<p><P>PROBLEM TO BE SOLVED: To provide a foaming agent for a foam shielding method, which has effects of reducing the excavation resistance and wear of a cutter head and enhancing the workability of excavated soil transportation treatment, which are equal to or more than those of a conventional product, and further has high stability at low concentration, and to provide a method for using the same. <P>SOLUTION: The foaming agent for foam shielding method includes: a forming agent including a compound A represented by the following formula (I) and one or more compounds B selected from sorbitan fatty acid esters and polyoxyethylene sorbitan fatty acid esters; and water, wherein the mass ratio of A to B is 90.0/10.0 to 99.9/0.1.
