PROBLEM TO BE SOLVED: To provide a steel block structure and a construction method thereof in which manufacturing costs of construction materials are reduced and the extension of a construction period, the increase of construction costs, environment deterioration within a construction range and the like can be suppressed. SOLUTION: A steel block structure 1 comprises: a main body 10 formed from a steel plate to have a substantially trapezoidal shaped cross section and including a main body top part 11 presenting a linear or approximately arcuate cross section, a main body side upper part 12 presenting an approximately fan shape continued to both side edges of the main body top part 11, a main body side lower part 13 continued to the main body side upper part 12, and a main body flange part 14 which is protruded inward continuously to a lower edge of the main body side lower part; a base plate 20 and an inner sleeve 30 holding therebetween a predetermined range from an inner edge of the main body flange part 14 in at least a terminal portion in a length direction of the main body flange part 14; and fixing means 50 which passes through the base plate 20 and the inner sleeve 30.
