PROBLEM TO BE SOLVED: To exhibit masking effects evenly on any reproduction place of encrypted data without manual aid. SOLUTION: A frame extraction process 31 inputs sound data 4 and music data 5, and divides each of the data into frames in predetermined section units. A frequency analysis process 32 outputs single sound maximum value spectrum data 12, and outputs a plurality of music average value spectrum data 13 calculated based upon some music frames of a music frame group 11 positioned nearby for each frame. A filter function generation process 33 inputs sound maximum value spectrum data 12 and music average value spectrum data 13, and outputs filter function data 14 using corresponding music average value spectrum data 13 for each frame. A filtering process 34 inputs the music data 5 and the filter function data 14, and outputs encrypted data 6 using corresponding filter function data 14 for each frame.
