The present invention relates to a charging and discharging device for a secondary battery, more specifically, to a secondary battery charging and discharging device of a new structure capable of being charged and discharged with respect to a size, a width, a thickness, and a shape of a secondary battery. According to the present invention, the secondary battery charging and discharging device comprises: a main body having a placing unit formed thereon wherein a secondary battery is placed on the placing unit; a terminal unit slidably installed in one end of the main body; and a fixing unit installed to enable length adjustment in the other end of the main body.
