The present invention is to focus on initial virtual machine arrangement in a public cloud providing an IaaS such as Amazon EC2. In addition, the present invention is to find, in real time, information about a decrease in performance of a physical machine in a public IaaS cloud environment, and arrange a virtual machine using the information. According to the present invention, a virtual machine arrangement method in a public cloud system finds, in real time, a degree of virtual machine interference at each physical machine within a cloud. A P-VMP performs online initial virtual machine arrangement for minimizing physical machine management costs under constraints of minimizing the virtual machine interference so as to solve trade-off between a power-based approach and an application QoS-based approach, thereby effectively reducing cloud operating costs such as physical machine operating costs and an SLA penalty. |
