An optically-pumped photonic crystal laser comprising: a pump laser; and a photonic crystal cavity comprising: i) a photonic crystal slab comprising a plurality of air-holes arranged periodically, a defect region, and a gain medium; andii) a metal cladding underlying the photonic crystal slab,wherein, in an operative condition, the pump laser emits light onto the defect region of the photonic crystal cavity to create carriers confined in the gain medium to generate light, the light being emitted in a non-parallel direction with respect to a plane corresponding to a planar interface between the metal cladding and the photonic crystal slab, and wherein the metal cladding comprises a metal that is over 98% reflective to a wavelength of the emitted light.
