PROBLEM TO BE SOLVED: To provide a technique for efficient communication when information transmission/reception is necessary during movement along a route.SOLUTION: A meter reading management apparatus includes: a storage unit for storing sequence information, having meter reading destination information and a visit sequence of meter reading destinations, and information to identify a communication state for each meter reading destination; and a meter reading information transmitter unit for, when the communication state of a meter reading destination to be visited next or after in the visit sequence is worse than a predetermined criterion, identifying and transmitting information on meter reading destinations up to a first meter reading destination which is a meter reading destination to be visited thereafter and has a communication state better than the predetermined criterion.
