The present invention relates to a promoter which induces expression specifically in scutellum tissue or scutellum-derived callus of rice and, more specifically, to a promoter inducing expression specifically in scutellum tissue or scutellum-derived callus of rice, to a recombinant expression vector including the same; and to a plant transformed by the recombination expression vector. The promoter of the present invention induces expression specifically in scutellum tissue or scutellum-derived callus of rice to improve trait of a crop by specifically express a target protein by using the promoter.
