A gouging apparatus is disclosed. The gouging apparatus according to an embodiment of the present invention comprises: a body; a driving unit for moving the body; a gouging performing unit generating arc between a gouging rod and a base material by transmitting the gouging rod and performing the gouging work by jetting compressed air; a measuring unit for measuring the voltage of the arc; and a controlling unit for controlling at least one from the traveling speed of the driving unit and the transmitting speed of the gouging rod based on a result of the comparison between the measured voltage of the arc and a predetermined value.
