PROBLEM TO BE SOLVED: To provide a buckle designed such that a fastening position when the buckle is worn can easily be adjusted in non step and a body is prevented from being excessively fastened when the buckle is detached, and to provide a belt that has a buckle. ! SOLUTION: A buckle as solving means comprises: a front part 2; a belt body locking part 4 disposed on the back side of the front part with a predetermined space left from the front part; a bridge part 14 positioning the an inserted belt 20; and an operation plate 10 for unlocking. The belt locking part 4 has a locking member 5 for fixing the position of the belt inserted between the back side of the front part and itself. The locking member 6 is composed so as to be pressed by a coil spring in the direction in which the locking member 6 is constantly pressed to the belt body and so as to be rotatable.
