PROBLEM TO BE SOLVED: To provide an integrated circuit apparatus and an electronic apparatus or the like that can protect a terminal at low cost. SOLUTION: An integrated circuit apparatus has an I/O circuit 60, a terminal TM1 electrically connected with an input or an output of the I/O circuit 60, a clamp circuit 64 that makes a current flow between the terminal TM1 and a power source line to which a predetermined clamp voltage is supplied to change the voltage of the terminal TM1, a voltage detector 62 that detects the voltage of the terminal TM1, and a clamp controller 66 that controls the current flowing in the clamp circuit 64 based on detection results by the voltage detector 62.
