The present invention relates to an organic solar cell and a method for manufacturing the same; and more specifically, where the organic solar cell comprises a substrate; a first electrode on the substrate; a second electrode facing the first electrode; an organic material layer including a photoactive layer installed between the first electrode and the second electrode wherein the organic material layer is at least one layer; and a modified electrode layer installed between the first electrode and the photoactive layer, wherein the modified electrode layer is a two-layered structure including a layer with metal oxide and another layer with a halogenated alkaline metal.
