Provided are a construction device of cap concrete and a construction method of cap concrete using the same which enable the easy construction of cap concrete on a concrete caisson previously manufactured, and reduces the use of equipment and construction costs by controlling the use of a crane. To achieve the purpose, the construction device of the cap concrete according to the present invention comprises a buried member which is fixed to a top end wall (110) of the concrete caisson; cap brackets which are installed on the buried member at uniform intervals; and a moving device which is used as a form and is fixed to the cap brackets. The construction method of cap concrete using the construction device comprises the steps of: burying the buried member in the top end wall of the concrete caisson (SI); fixing the cap brackets to the buried member at uniform intervals (SII); fixing the moving device having a form function to the cap brackets (SIII); constructing cap concrete by placing concrete in the moving device and curing the placed concrete(SIV); separating the moving device from the concrete caisson after the construction of the cap concrete (SV); moving the separated moving device to the cap brackets of the concrete caisson using a winch (SVI); and repeating the SII to SVI steps to construct the cap concrete on the top of the concrete caisson.
