The present invention relates to a method and a system for sensing a closed-circuit television (CCTV) video file to an outside. When a CCTV image material is provided according to the request of an external organization such as an inspection organization, in order to protect personal information of the CCTV image material, a specified object of the CCTV image material can be automatically tracked and masked according to the motion of the object so that even a relevant person in charge cannot identify faces of persons other than persons required for the inspection and car numbers. In addition, the CCTV image material is encoded so that another person cannot reproduce the CCTV image material, is automatically discarded after a predetermined time is elapsed, and is subject to a dedicated viewer process to reproduce the CCTV image material so that the CCTV image material is provided to an external organization. Accordingly, the CCTV image material cannot be reproduced by other persons other than the relevant person. Even the relevant person in charge can identify only persons required for inspection among a plurality of photographed persons in the CCTV image material and cannot identify other people and car numbers. Accordingly, personal information can be protected as the CCTV image material is provided to the outside. Business cooperation between government agencies can be smoothly performed without violation of personal information protection act.
