The present invention relates to a flow rate control method for a liquid or a gas, which is capable of controlling the flow rate of liquid or gas precisely by controlling the flow rate using a module and which allows the module to be used as a pump in case of emergency, wherein the module consists of multiple diaphragm valves connected to each other and controlling the flow rate of the liquid or the gas. According to the present invention, a flow rate control method for liquid or gas comprises: a step of connecting an inlet pipe receiving liquid or gas and an outlet pipe discharging the liquid or the gas to the inlet and the outlet of at least one diaphragm valve allowing the liquid or the gas at a high temperature to flow therein, capable of sterilizing, and coupled to form a module in series; a step of controlling the flow rate of the liquid or the gas flowing into the inlet when controlling the solenoid valve of the diaphragm valve by a control signal according to a target value and a time value predetermined by the control part; a step of allowing the control part to compare the target value and the measurement value of the flow rate measured by a flowmeter or a scale connected between the diaphragm valve and the control part in order to determine whether or not the flow rate controlled by the diaphragm valve corresponds to the controlled target value predetermined by the control part and the time value operating the diaphragm valve; and a step of stopping the operation of the diaphragm valve when the comparison result values of the measurement value and the target value compared by the control part correspond to each other, or operating the diaphragm valve until the measurement value and the target value correspond to each other when the comparison result values of the measurement value and the target value compared by the control part do not correspond to each other.
