PROBLEM TO BE SOLVED: To provide a vacuum insulation layer construction method capable of easily constructing a vacuum insulation layer capable of achieving energy saving by suppressing the thickness of an insulation layer disposed on a concrete wall and a building having the vacuum insulation layer.SOLUTION: A vacuum insulation layer construction method includes: a process S01 of building one of forms for constructing a concrete wall; a process S02 of installing a form member for a hollow layer for forming a hollow layer inside the concrete wall in the form; a process S03 of building the other form; a process S04 of installing a separator for holding the form; a process S05 of placing concrete in the form; a process S06 of removing the form and the separator; a process S07 of extracting the form member for the hollow layer; a process S10 of closing the opening end of the hollow layer formed in the concrete wall due to the extraction of the form member for the hollow layer, and for closing a hole formed on the concrete wall due to the extraction of the separator; and a process S12 of decompressing the inside of the hollow layer to turn the hollow layer into a vacuum insulation layer.
