The present invention enables movement of information about operation of a vehicle from one device to another at high accuracy without human efforts. According to an embodiment, an operation management system (1) includes: an operation recording device (10) which is mounted on a vehicle; a mobile electronic device (20) which is carried by a person while the vehicle is in operation; and an information processing device (30) which is installed at a certain place. The operation recording device (10) includes an information acquisition unit which acquires operation information related to the operation of the vehicle; and a first short-range communications unit which transmits the operation information to the mobile electronic device (20) by the short-range communications. The mobile electronic device (20) includes: a first memory unit in which operation information transmitted from the operation recording device (10) is stored; and a second short-range communications unit which transmits the operation information stored in the first memory unit to the information processing device (30) through short-range communications. The information processing device (30) includes: a second memory unit in which the operation information transmitted from the mobile electronic device (20) is stored; and a control unit which processes the operation information stored in the second memory unit.
