PROBLEM TO BE SOLVED: To provide a luminous flux control member capable of evenly and efficiently irradiating a quadrangular-shaped region to be irradiated with light emitted from a light emitting element, and having a high degree of freedom for design in a Fresnel portion.SOLUTION: A luminous flux control member 140 has: an incident region 141 for making light emitted from a light emitting element incident; and an emission region 142 for making the light made incident from the incident region 141 emit. The incident region 141 includes a plurality of protrusions 146 having a ridge line connecting between two adjacent virtual straight lines out of four virtual straight lines connecting an intersection point and apexes of diagonal lines of a first virtual quadrangle. The plurality of protrusions 146 are arranged so that valley parts are formed between the two protrusions 146 adjacent to each other in the two virtual straight lines. The ridge line is formed in an arc shape in a plane view. The radius of curvature of the ridge line is longer than a distance from the intersection point of the diagonal lines of the first virtual quadrangle to a middle point in the ridge line.
