HANDOVER METHOD AND DEVICE WITHOUT DEFAULT BEARER

Embodiments of the present invention relate to the communications field and provide a handover method and device to solve the problem of forwarding small data through a signaling connection during cell handover for a user equipment when a default bearer does not exist on an evolved packet network. The method comprises: a first network device sending a re-location request to a second network device; the second network device establishing a connection to a third network device indicated in the re-location request, responding to the first network device, and instructing to forward data through a signaling plane; the first network device enabling a source network device to forward data to a target network device in a forwarding mode indicated in a handover command; or, the third network device caching data after the second network device establishing the connection to the third network device indicated in the re-location request, and the third network device sending the cached data to the second network device after a user equipment completes handover. Embodiments of the present invention are used in cell handover without a default bearer.
