PROBLEM TO BE SOLVED: To provide a steel plate reforming apparatus and a steel plate reforming method which are capable of obtaining sufficient reformation effect.SOLUTION: A steel plate reforming apparatus 1 includes: a shape measuring device 3 to measure a maximum steepness of a steel plate 2 prior to reformation; a plurality of levering roll groups 4 to 6 that are capable of applying tensile force to the steel plate 2 by individually setting circumferential speeds; and a control section 7 that sets the circumferential speeds of the plurality of leveling roll groups 4 to 6 on the basis of the maximum steepness of the steel plate 2 prior to reformation.
