PROBLEM TO BE SOLVED: To provide a radio communication system, radio base station, user equipment, and communication control method capable of performing scheduling to avoid the deterioration of communication quality. SOLUTION: A radio base station 100 estimates transmission power calculated by user equipment 300 based on power headroom (PHR) information from the user equipment 300, and calculates the transmission power of the user equipment 300 based on element information and uplink (UL) propagation loss to be applied in calculating the transmission power. Element information to be subsequently reported to the user equipment 300 is corrected based on a difference between the estimated transmission power and the calculated transmission power.
