PROBLEM TO BE SOLVED: To provide a safety-fence construction device with a simple structure, by which a restricted area can be constructed without troubling a worker, and to provide a lifting/lowering device using the same. SOLUTION: The safety-fence construction device with a frame 3 extending around the lifting/lowering device includes: a cylindrical body 1 having a spiral-shaped penetrating groove 11 in a side wall, and an upper part opening; and a rotary body 2 housed in the body 1 in a manner of being urged upward. The frame 3 is projected on a side face of the rotary body 2, and also the frame 3 is inserted in the penetrating groove 11. The frame 3 turns along the penetrating groove 11 by the vertical movement of the rotary body 2 operating connectedly with the lifting/lowering movement of the lifting/lowering device.
