PROBLEM TO BE SOLVED: To provide a perception quality personalizing device capable of improving resource-effectiveness in service provision by enabling a service provider to grasp user-effectiveness, and capable of improving work efficiency by eliminating the need for a user to perform a setting change by himself/herself, a perception quality personalizing method and a perception quality personalizing program.SOLUTION: A perception quality personalizing device 91 comprises: an effectiveness function holding part 13 for holding an effectiveness function which determines, for each user, effectiveness digitizing a degree of satisfaction of the user with respect to a perception quality that may influence the perception of the user of a service provision destination in the quality of services provided using a communication network; a perception quality measuring part 12 for measuring the perception quality in the provision of the service from the communication network; and a personalizing control part 15 which refers to the effectiveness function to calculate effectiveness with respect to the perception quality and changes the perception quality for the user in accordance with the calculated effectiveness.
