PROBLEM TO BE SOLVED: To make a radio communication system consume less power by stopping a radio base station consuming wasteful power while balancing traffic among a plurality of base stations.SOLUTION: A communication repeater according to the invention comprises: communication relay means that is placed between a plurality of base stations each capable of connecting with a plurality of radio terminals via radio channels and a trunk network, relays traffic between the trunk network and the base stations, and receives, from each of the base stations, information on the number of terminals connected with the base station; determination means that determines whether the information on the number of connected terminals satisfies a prescribed condition; and instruction means that gives at least one of the base stations instructions on any of stop, start, or concealment on the basis of the determination result by the determination means. |
