PROBLEM TO BE SOLVED: To realize a mechanism of coordination between a multi-homing function at a base station side and bearer selection operation at a radio terminal side at the time of executing policy control to adaptively control a communication path in a radio network depending on a situation.SOLUTION: If a multi-homed base station with which a radio terminal 10 is communicating supports a plurality of cells capable of different RAT in an overlapping manner, the execution of bearer selection operation among a plurality of radio bearers connected with the plurality of cells is switched from the radio terminal 10 to the base station side, and thereby the bearer selection operation among the plurality of radio bearers simultaneously usable for the radio terminal 10 to connect with a radio network is shared and executed between the radio terminal 10 and the multi-homed base station.
