PROBLEM TO BE SOLVED: To provide: a light emitting module improved in reliability by providing a plurality of steps at an edge of a protective film surrounding around a mounting part of a light source; and a method for manufacturing the light emitting module.SOLUTION: A light emitting module 1 includes: a substrate 10; a reflective layer 15 provided on the substrate 10; a protective layer 17 provided so as to enclose the reflective layer 15 on the substrate 10; and a light emitting element 30 mounted on the reflective layer 15. The reflective layer 17 includes a first portion 17a in contact with the reflective layer 15; and a second portion 17b provided around the first portion 17a and having a thickness thicker than that of the first portion 17a. The light emitting module further includes a sealing resin layer 40 covering the light emitting element 30, the reflective layer 15 and at least a part of the first portion 17a.
