The present invention facilitates cooperation of consumers by evaluating the level of disadvantage imposed to the consumers during the previous power control period. A power control planning device (1) includes: an environmental disadvantage level evaluation device (2) which acquires environmental data during a power control period about consumers who have taken power control measures and calculates the level of environmental disadvantages imposed to the consumers during the previous power control period; an energy control data storage unit (3) which stores data about the energy control amount during the power control period about the consumers who have taken power control measures; a consumer selection unit (6) which selects consumer candidates for power control in the ascending order of the level of the environmental disadvantages; a power control requesting unit which requests power control for the consumer candidates selected by the consumer selection unit (6); and a request response management unit (8) which makes the consumer selection unit (6) select additional consumer candidates in case any consumer candidate rejects the power control request.
