PROBLEM TO BE SOLVED: To provide a people counting device that can count the number of people with high accuracy during idle hours and count an approximate number of people during congestion, in people counting using a surveillance camera.SOLUTION: A people counting device 10 includes: image acquisition means 1 for acquiring an image from an imaging apparatus; head coordinate detection means 2 for detecting a head coordinate of a target person from the image; foot coordinate estimation means 3 for estimating a foot coordinate of the target person from the detected head coordinate; personalized area extraction means 4 for dividing the image by areas and giving an attribute to each area; foot coordinate correction means 5 for determining whether or not the target person is overlapped with other people from the given attribute, and for correcting the foot coordinate of the target person estimated by the foot coordinate estimation means when determining the overlapping of the person; foot coordinate area inside/outside determination means 6 for determining whether or not the foot coordinate exists in the detection area set in the image; and people counting means 7 for counting the foot coordinate existing in the detected area determined by the foot coordinate area inside/outside determination means.
