PROBLEM TO BE SOLVED: To provide an apparatus for monitoring the inside of a fuel cell cartridge which checks whether an oxidant is surely supplied to a single cell.SOLUTION: An apparatus for monitoring the inside of a fuel cell cartridge includes: a fuel cell 14 for generating power from a fuel gas 12 supplied into a single cell 11 from above and an oxidant 13 supplied outside of the cell 11 from below so as to be opposite to the fuel gas 12; a laser focusing probe 22 and a laser receiving probe 24 paired up in the vicinity of a sidewall of the cell 11 to radiate laser light 21 to the vicinity of the sidewall and receive Raman-scattered light 23 generated by the radiation of the laser light 21, respectively; a laser sending part 26 for sending the laser light 21 to the laser focusing probe 22 via a sending optical fiber 25; and a laser receiving part 28 for receiving the Raman-scattered light 23 from the laser receiving probe 24 via a receiving optical fiber 27.
