The present invention relates to an apparatus for testing a movement responsiveness of a structure regarding a waterproof material and a method of testing a movement responsiveness of a structure regarding a waterproof material according to the same. An objective of the present invention is to provide a test apparatus including: a body; a holding part to fix an object to be tested to the body; a movement part to provide a movement width and a movement speed to the object to be tested, which is fixed to the holding part; a temperature control part to control a temperature to match a temperature condition of a high temperature or a low temperature to the object to be tested; and a fresh water control part to supply or drain water in the body to perform a fresh water test, so that a movement responsiveness performance regarding a waterproof material is accurate and objective, and can secure public confidence. To this end, the test apparatus of the present invention includes: a body (10) having an accommodating space (12) to accommodate an object (2) to be tested inside; a holding part (20) provided at the accommodating space (12) of the body (10) to fix the object (2) to be tested; a movement part (30) provided at a side of the body (10) and coupled to an end of the holding part (20) to provide a movement width and a movement speed; a temperature control part (40) having a heater (42) provided at a side of the accommodating space (12) of the body (10), a cooler (44) to allow the accommodating space (12) to maintain a low temperature condition and a temperature sensor (46) to sense the temperature of the accommodating space (12); and a fresh water control part (50) provided at a side of the body (10) to supply or drain water.
