Provided is a home controller (1), in which a control unit (16) receives, via a terminal communication unit (13), input data transmitted from a terminal apparatus and related to an administrator registration. The control unit (16) performs the administrator registration on the basis of the received input data. Further, the control unit (16) generates user registration request data in which at least a user ID and a password both extracted from the received input data as well as a controller ID (150) read out from a data storage unit (15) are included. The control unit (16) transmits the generated user registration request data to an external server via a wide area communication unit (14).
