PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion cosmetic having a large sunscreen effect which provides an excellent impression from use and a storage stability as the oil-in-water type emulsion cosmetic, which has high water resistance when the cosmetic is applied to a skin, and which is also excellent in washing out performance upon makeup-removing.SOLUTION: An oil-in-water type emulsion cosmetic, which is preferable as a sunscreen cosmetic, is provided, in which a (A) salt of liquid higher fatty acid is contained at a rate of 0.5-12 mass%, a (B) oil soluble ultraviolet absorbent is contained at a rate of 2-30 mass%, any hydrophilic surfactant other than the (A) salt of liquid higher fatty acid is not substantially contained, and pH is 7.1-9.5. The cosmetic can be efficiently prepared by means of a D phase emulsification method in which a D phase containing the (A) component, polyhydric alcohol, and water is previously formed, an oil phase containing the (B) component is thereafter gradually added while performing agitation to obtain a gelled emulsion (O/D phase), and dilution is optionally performed with water to obtain an oil-in-water type emulsion. |
