Provided is an apparatus for treating waste-water by using dielectric barrier discharge plasma, the apparatus comprising: a reactor where waste-water is contained on the inside; a gas inlet where gas flows in by being connected and installed on one side of the reactor; a gas outlet where gas flows out by being connected and installed on the other side of the reactor; a plasma discharge unit put in the reactor and generating electrical discharge to the reactor; and an air dispersion pipe underneath of the plasma discharge unit. Also, provided is a method for treating waste-water by using the dielectric barrier discharge plasma apparatus.
