An apparatus and method for selecting an access point are disclosed. The disclosed apparatus for selecting an access point includes: a sniffing unit which sniffs a plurality of packets transmitted to each of access points for a preset time with respect to each of the access points; a calculating unit which calculates a retransmission rate that is a ratio of retransmitted packets to non-retransmitted packets among the sniffed packets with respect to each of the access points, and which calculates the probability of the collision between packets transmitted to each of the access points and the number of terminals that transmit packets to each of the access points, using the retransmission rate, and which calculates an uplink packet processing rate of each of the access points using the collision probability and the number of packet transmitting terminals; and a selecting unit which selects an access point having the maximum value based on the uplink packet processing rate of each of the access points as an access point to which a target terminal is wirelessly connected.
