PROBLEM TO BE SOLVED: To provide a light-emitting device that can emit stable light with no shifting of a position of a solid luminous element and a light axis during heat generation from the solid luminous element, and to provide an optical writing device and an image forming device including the light-emitting device.SOLUTION: A light-emitting element array 111 as the light-emitting device includes: an organic EL substrate 130 having an organic EL element 141 as the solid luminous element; a drive circuit substrate 120 having a TFT element circuit 160 for driving the organic EL element 141; and a sealant 200 serving as a support part so that one of the organic EL substrate 130 and the drive circuit substrate 120 supports the other, where liner expansion coefficients of the organic EL substrate 130 and the drive circuit substrate 120 are equal or substantially equal to each other.
