PROBLEM TO BE SOLVED: To provide a fixing control device capable of securing fixability and suppressing the occurrence of flicker, a fixing control method, and an image forming apparatus.SOLUTION: The fixing control device controlling a fixing device including a plurality of heating bodies and fixing an image based on image data on a recording material includes: an image presence/absence determination part determining the presence/absence of the image for each area when a region where the image is formed is divided into a plurality of areas; a heating body selection part selecting the heating body being in a position corresponding to the area where the image exists from a plurality of heating bodies; a heating amount calculation part calculating the heating amount of a heating area heated by the selected heating body, in a fixing region corresponding to the region where the image is formed; a fluctuation amount calculation part calculating the fluctuation amounts of the heating amounts of the adjacent heating areas; and a heating amount correction part correcting the heating amount, so that the fluctuation amount is less than a predetermined threshold.
