A radiation element which can achieve efficient radiation and can easily be incorporated into a panel body, and a heat conduction member are provided. This radiation element is provided with a tubular member (4) through which a heat medium flows, and a heat conduction member (3) which has a higher thermal conductivity in the in-plane direction than in the thickness direction, is no more than half as thick as the outer diameter of the tubular member (4), and is thermally coupled to the tubular member (4).
