PROBLEM TO BE SOLVED: To provide a lighting device and an illumination device that reduces standby power.SOLUTION: A control IC 21 and a control IC 31 control switching elements to generate a predetermined DC voltage from a commercial AC power supply 11. A switching regulator 40 can change a control supply voltage VCC1 between a first voltage and a second voltage lower than the first voltage. A control power switch 70 is interposed between the control IC 21 and control IC 31 and the switching regulator 40. The control power switch 70 turns on to supply the control supply voltage VCC1 to the control IC 21 and the control IC 31. The control power switch 70 turns off to interrupt the power supply to the control IC 21 and the control IC 31. The control power switch 70 switches between an operation mode in which a lighting device 100 is in operation and a standby mode in which the lighting device 100 is out of operation. In the standby mode, the control supply voltage VCC1 output from the switching regulator 40 is lowered to reduce an input-output voltage of a series regulator 50.
