PROBLEM TO BE SOLVED: To provide a sheet manufacturing apparatus and method that can properly maintain an adhesion direction of an adhesion sheet to an adhesion object. SOLUTION: The sheet manufacturing apparatus 1 includes: a feeding unit 2 that feeds a first rolled raw fabric R1 in which a strip-like sheet S1 is tentatively stuck to one surface of a strip-like release sheet RL; a bypass unit 4 that releases the release sheet RL from the strip-like sheet S1 of the first rolled raw fabric R1 that is fed by the feeding unit once and makes it bypass; a cutting unit 6 that cuts the strip-like sheet S1 of a region where the release sheet RL is bypassed by the bypass unit 4; a temporarily resticking unit 5 that sticks the adhesion sheet S formed by the cutting unit 6 to the release sheet RL again, and forms a second rolled raw fabric R2; a winding unit 8 that winds the second rolled raw fabric R2; and a rewinding unit 9 that rewinding the second rolled raw fabric R2 that is winded by the winding unit 8.
