PROBLEM TO BE SOLVED: To prevent vibration in a throttle valve when an engine speed is in an unstable state at the start of the engine. SOLUTION: An internal combustion engine control apparatus detects a start state of the internal combustion engine and the engine speed of the internal combustion engine, calculates a target throttle opening to achieve a target torque of the internal combustion engine, and compensates for a response delay of air based on an air response delay compensation amount according to the engine speed when the targeted throttle opening is calculated. Moreover, the internal combustion engine control apparatus determines whether the engine speed is unstable or not based on the change of the engine speed, detects the start state of the internal combustion engine, and controls the air response delay compensation amount when the start state of the internal combustion engine is detected and the control apparatus detects that the engine speed is unstable.
