Disclosed is an improved reforming fuel manufacturing apparatus. The improved reforming fuel manufacturing apparatus comprises at least one water tank unit performing pretreatment on inflowing water by using a water tank catalyst; at least one oil tank unit performing pretreatment on inflowing oil by using an oil tank catalyst; a mixing tank unit stirring the pretreated water flowing in from the water tank unit and the pretreated oil flowing in from the oil tank unit to form mixed oil and an ionizing catalyst unit connected with the mixing tank unit to produce a reforming fuel form the mixed oil flowing in from the mixing tank unit by using an ionizing catalyst.
