PROBLEM TO BE SOLVED: To provide a film feeding device capable of preventing the rolling-up at the front end of a film held at a standby position with a simple structure, and to provide a packaging device using the film feeding device. SOLUTION: The film feeding device B includes a holding structure 38 for upwardly holding the lower face at the front end of a film pulled out of a film roll, a clamping structure 36 for gripping and pulling out the front end of the film, and a cutter 41 for cutting the film pulled out a predetermined length near the downstream side of the holding structure. At a position above the holding structure 38, a film pressing means 40 is provided for preventing the roll-up at the front end of the film attached to the cutter 41 after cutting the film. The film pressing structure 40 is located at a first position P1 of pressing the film at least right before the film clamping operation of the clamping structure, and is freely movable to evacuate to a second position P2 of not disturbing the film clamping operation by the clamping structure during the film clamping operation.
