The present invention relates to a scan operating device including a plurality of scan operating blocks. Each of the scan operating blocks includes a first transistor applying a first power voltage to an output end due to a gate electrode connected to a first node; a second transistor applying a second clock signal inputted to a second clock signal input end to the output end due to the gate electrode connected to a second node; a third transistor applying the first power voltage to the first node due to the gate electrode connected to the first signal input end; a fourth transistor applying the second power voltage to the first node due to the gate electrode connected to the second signal input end; and a fifth transistor applying the signal applied to the first signal input end to the second node due to the gate electrode connected to the first clock signal input end. The first scan operating block of the scan operating blocks additionally includes a sixth transistor connected between the gate electrode of the fourth transistor and second signal input end; and a NOT gate applying a reverse signal of the signal applied to the first signal input end to the gate electrode of the sixth transistor.
