PROBLEM TO BE SOLVED: To estimate with high accuracy whether or not a mover is currently using specific movement means in order to move.SOLUTION: A storage unit 12 stores possibility information indicating the possibility of whether specific movement means is currently used by a mover in accordance with a movement state of the specific movement means used to move by the mover and in correlation with a walking time of the mover. A measurement unit 14 measures a physical quantity for specifying the movement state of the specific movement means and the walking time of the mover. An estimation unit 16 specifies, from the possibility information stored in the storage unit 12, possibility information in accordance with the movement state of the specific movement means correlated with the walking time measured by the measurement unit 14 and specified by the physical quantity measured by the measurement unit 14. Then, the estimation unit 16 estimates, on the basis of the specified possibility information, whether or not the specific movement means is currently used by the mover. |
