PROBLEM TO BE SOLVED: To minimize emission of oxygen gas produced from air.SOLUTION: An IGCC plant comprises: an ASU for separating oxygen gas and nitrogen gas from air; a coal gasification furnace for gasifying coal using an oxidant; and a gas turbine burning combustion gas produced by the coal gasification furnace, and driven by the combustion gas. A control device 50 of the IGCC plant comprises an air separation amount determination part 52 for determining a production amount of the nitrogen gas produced by the ASU according to an operation load of the IGCC plant, so as to supply an entire amount of the oxygen gas by-produced according to the determined nitrogen gas production amount to the coal gasification furnace.
